The 30th United Nations Conference of the Parties on Climate Change (COP30) is scheduled to take place in Belém, Brazil, from 10 to 21 November 2025. The event, organized under the auspices of the UNFCCC, brings together governments, institutions, international and civil society organizations to accelerate global action against climate change and to translate the commitments of the Paris Agreement into concrete actions. The Italian delegation is led, at various stages, by the Deputy Prime Minister and Minister of Foreign Affairs, Antonio Tajani, and the Minister of the Environment and Energy Security, Gilberto Pichetto Fratin.

Alongside the negotiations, Italy is participating in COP30 with a series of high-level side events, hosted both at the national pavilion within the Blue Zone – the official UN space dedicated to negotiations and institutional events – and at “Aqua Praça”, the floating pavilion designed by architect Carlo Ratti in partnership with the Ministry of Foreign Affairs and International Cooperation (MAECI). Dedicated to the themes of water and urban resilience, the pavilion will be donated by Italy to Brazil as a permanent installation at the end of COP30.

Among the scheduled side events are those focusing on the Amazon, early warning systems in Africa, and the Aral Lake, organized by the Italian Agency for Development Cooperation (AICS) in collaboration with the Ministry of Foreign Affairs and various project partners.

In particular, on 11 November at 3:30 p.m. (local time), the Italian Pavilion in the Blue Zone will host Building Resilience in Africa: Mozambique”. Organized in collaboration with the African Union Commission, the UN Office for Disaster Risk Reduction (UNDRR), the FAO, and the CIMA Foundation, the panel presents the outcomes of several Italian Cooperation initiatives, including the AMHEWAS early warning system and the Ready2Act project in Mozambique, which integrate risk data and urban planning.

Also on 11 November, at 6:30 p.m. (local time), at “Aqua Praça”, the side event Aral Lake Follow-up: Participatory Governance for Environmental Restoration” will take place. Organized together with Sogesid S.p.A., the panel showcases the results of a project implemented in the Aral Lake region, which produced a feasibility study and an operational manual for the environmental regeneration of contaminated water and soil. Speakers include representatives from Sogesid, the environmental authorities of Uzbekistan and Kazakhstan, and Tashkent University.

On 12 November, at 6:00 p.m. (local time), “Aqua Praça” will host The Role of European Partnerships as a Tool to Address Climate Change: The Amazonia+ Programme as an Example of Delegated Cooperation.” Organized together with Expertise France and FIAP, the event presents the results of the Amazonia+ Programme, financed by the European Union under the Global Gateway initiative and coordinated by Italy. The program, active in eight countries of the Amazon Basin, supports forest governance, the protection of indigenous communities, and biodiversity conservation, in collaboration with the Amazon Cooperation Treaty Organization (ACTO).

On behalf of Italian Cooperation, AICS manages a climate-sector project portfolio worth around €150 million per year (average 2020–2024), dedicated to bilateral mitigation and adaptation initiatives. In line with the strategic priorities set by the Ministry of Foreign Affairs, these efforts focus primarily on Least Developed Countries (LDCs), particularly in Africa.
