Somalia: Launch of High-Level Training Programme to Strengthen Public Administration

The initiative reflects a strategic partnership between leading Italian and Somali academic institutions, including the University of Palermo, University of Rome Tor Vergata, and the Somali National University (SNU).

A a new high-level training programme in Public Administration Management was officially launched on Saturday morning, marking an essential step towards strengthening institutional capacity in Somalia. The launch event took place at the Lana Business Hotel in Mogadishu and consisted in the first Training of Trainers (ToT) session under the project “Public Administration Italy–Somalia – Training of Somali State Officials (PAIS-FUS) – Health and Justice Sector”, funded by Italian Cooperation. The initiative reflects a strategic partnership between leading Italian and Somali academic institutions, including the University of Palermo, University of Rome Tor Vergata, and the Somali National University (SNU).

The Training of Trainers session brought together 25 participants, including two women, drawn from the justice and health sectors. The event was officially opened by the Dean of the Somali National University Mohamoud Mohamed Mohamoud, at the presence of the focal points of the two Ministries involved. Speaking at the event, the Italian Ambassador to Somalia Pier Mario Daccò Coppi highlighted the importance of the programme in supporting Somalia’s ongoing efforts in strengthening peacebuilding and good governance. “Somalia has made significant strides in recent years. Building on these achievements, this project aims to further strengthen the capacity of public institutions at both national and local levels” Coppi stated.

By focusing on these two key public sectors, the project seeks to improve access to essential public services and support the effective enjoyment of fundamental human rights, contributing to the achievement of SDG 3,16 and 17. These objectives are fully aligned with Somalia’s national priorities, as well as its regional and international commitments.

The ToT brings together selected participants who will become future lecturers of this innovative learning approach, ensuring long-term sustainability and ownership of advanced public administration training in Somalia. The programme will be formalised as an Executive Master’s Degree in Public Administration, Governance and Management at the Somali National University, offering specialised, high-level training for public officials and administrative managers both within the Central State Administration and across the Federal Member States. “This event is only the beginning and will be followed by further ToT sessions taking place in February in Italy and Somalia to consolidate the skills acquired” said the Head of AICS Nairobi Regional Office, Fabio Minniti
